I'm gonna make this a little more simple.
There are lots of dragons available. Some are 'humanoid' or shapeshifter, many are plain dragons. Character dragons will go out first, and most likely go to those who've been waiting for them the longest. They can become caretakers or further bond another dragon if need be and are *not* considered bonded or impressed to anyone. Merely need a caretaker/nanny to bring them up.
Plain dragons will be given out as they're done and as they match candidates or sponsors. If someone sends me a sponsor/candidate and I haven't finished coloring the dragon appropriate to them yet, I'll hustle and get that one done. I will not be taking multiple numbers for sponsorship any longer, but sponsors may re-apply when their first is paged.
All candidates must have something to do with water. Candidates may include but are not limited to:

Fish-people	Fishermen	Intelligent Fish
Niads	Mermaids/men	Water Elves
Humans	Elves	Aliens
Dragons	Sea Dragons	Zekirans
Robots (aquatic)	Dolphins	Gryphons
Flitters (smart/large or in quantity)	Sea-flits (same)	Elementals
Whoever else, so long as they are *watery* in theme
